Do O2 sensors fail and NOT trip a sensor? Troubleshooting bad mpg 850 1995

Has anyone experienced a bad or failing O2 sensor that has not set off any codes?
Trying to get mpg back to normal. Bought 95 850 turbo with 77k, switched to Mobil 1 engine and tranny, Fuel filter, Tranny flush, Coolant flush, new cap, rotor and plugs. What else can I do get my mpg above 17 mpg city and 22 highway. Thank you for your experience and willingness to share.
