reimbursement for tires damaged due to potholes? V70-XC70 1999

I was wondering if anybody has had experience claiming reimbursement for tire/wheel damage due to potholes? Last weekend, I was traveling on the George Washington Bridge (NJ/NY border) and I hit a pothole which I couldn't see due to inadequate lighting. As a result, I had to have my front driver's side tire replaced; it only had about 10,000 miles on it. Fortunately my wheel was (apparently) not damaged.

I'm not even sure what state or city agency I should attempt to file a request for reimbursement with. Any feedback would be greatly appreciated.
