#4 blower position not working on a/c_heat 850

My 93's #4 position for the ac/heat blower is not working
#1 thru 3 work fine, I checked the fuse, (ok)
therefor I must be the relay,

anyone ever fix this Is it for my mechanic or can I do it,
I went searching for it behind the glove box, I backed out
all the torx bolts but could not pull the box out,
got scared and gave up.
