New Noise V70-XC70 1999

As soon as I turn the key I'm getting a noise that sounds like a windshied washer pump. It seems to be coming from under the battery tray. I'm afraid that something is going to burn out unless I can find it. I pulled the fuse for the washer and the fan without luck. Any suggestions?
