Parking / Handbrake stuck S40-V40

Any ideas why we'd not be able to release the parking brake on the a 1999 S40?

I'd last driven it and now the wife cant release the brake... naturally, I'm being blamed for being too rough with the car. I'd have assumed that a Volvo of all things would be immune to a little bit of stress.

Any clues?
