engine whine following engine shut off V70-XC70 1998

A question for a fellow Volvo owner:

Vechicle is a '98 V70 AWD XC with 28K miles. All service to date has been preformed per OEM specs by dealer.

Problem occurs following turning engine off- a medium pitched whine is heard in the engine compartment and then tapers off. This condition occurs sparaticly(sp) and occurs following normal driving. Are we looking at a turbo problem? It sounds like a turbo winding down-but turbo seems to function properly. Is this a dealer repair/ diagnostic...or? Any suggestions would be appreciated.
