Headlight Wiper V70-XC70 1998

Anybody ever have the Headlight Wiper (just one) get stuck in an Upright direction?

Don't want to force it down. For that matter maybe it should be disconnected and removed. Never liked the darn things anyway. Pointless?

Any suggestions?
