Brake feel different after pad change.... 850 1995

My brakes on my '95 854T were really worn out so I had the dealer replace the pads. Now the car feels like it doesn't brake as well. The pedal is alot stiffer and doesn't seem to have the braking ability that it had with the old worn out pads. Does it take awhile for the pads to get worn a little to improve braking, or perhaps did they replace the old pads with something inferior and cheap? Ticket said they used brake pad kit V9485593. Any ideas?
