Rev Counter Sticking in Freezing UK Cold Weather 850 1994

This Morning I noticed my rev counter was not working properly when I firts started the car. It seemed to be sticking around the 1500rpm range for the first 10 minutes and then when the car was fully warmed up it started to work ok again.

Do these cars have an electronic rev counter or is there a cable that can freeze in the Winter?
