Cruise Control - stopped working V70-XC70 1998

The cruise control on my 1998 V70 AWD LPT has stopped working. The mechanic tells me that all the sensors check out OK but once the car goes above 23mph the cruise control seems to think that the car is only going at 23mph - but he could not track the fault. This started happening shortly after a had to do a major emergency stop - any ideas?
