WasteGate all the way up 850

I had a problem with my car last week and the dealer said that the rod that opens the wastegate came loose. I looked at it after they were done and he shortened the rod as much as he could. He said it would give me the best performance. Is this true? Seems like my top end speed performance sucks now. What gives? Help
