Turbo Pressure Gauge 850 1995

I am having a problem .. What might cause my turbo pressure gauge to stay on the right (negative?) during idle ... it has always stayed neuteral (center).. I had an error code for the catalytic converter and I replaced it.. but did not fix anything .. ??? help or suggestions would be greatly appreciated .. Thanks
