Bad Vaccum? Noise when decellerating and loss of punch

So i had my hood open, and the car in park and when i decell, i hear a noise that sounds like something sucking in. I only hear it for maybe the last 750 rpms till it goes back down to normal idle. Also i have noticed that my turbo doesnt kick in as early, and my car doesnt go 0-60 around high 6 or 7's anymore.. So im guessing a vaccum hose or something.
