No cooling fan run on, No hot start 850 Tdi 1996 850 1996

Can anyone tell me how long my cooling fan should run for / have power to after I shut the engine down. I only have power to the fan for one minute after shut down (ignition off) the fan will not run no matter how hot the engine gets even in the one minute with power, then with the engine so hot with the latent heat it will not start, it cranks over very fast but it will not start untill it cools down. The fan dose run with the ignition on also the temp guage never goes past the 3o`clock position and the fan cycles normal when running.
