Rough ride S70

What is the lowest psi I can have in the tires? I had it at 31, and have now lowered it to 29. When I go over even small bumps it shakes the car and makes the cd player skip. Suspension seems good. Mostly drive with very light load (myself) Lowering the psi seem to have softened the ride a bit. Can I lower the psi even a little more or is this a safety issue. Any other suggestions?
