temperature problems 850 1997

My '97 855 (N/A) has problems with the engine temperature in winter when the outside temp falls below 35F. Temperature is OK at idle, but as speed increases the temp falls dramatically, causing us to freeze inside the car. I'm sure as well that it's not doing the engine any favors, either. Any ideas what my options for repair are?
