Noisy power steering 850

96 850 Wagon has developed a noisy power steering pump.. I think. Is this a problem or can it go on unchecked? Fluid is OK. Independant repair shop says it's not normal but doesn't consider it a problem. It sounds lika an american power steering noise. Only happens when wheel is turned when vehicle is parked or moving slowly.
