Weird path for windshield washer tube V70-XC70 2002

The hose for the windshield washer was kinked and so I followed it around on its odd path. Is it supposed to wind around in a tight S-shape under the corner of the hood by the passenger side windshield? Also, what's that "drain" tube coming out of the bottom of the washer reservoir and clipped to the top? Thanks.
