More Gasoline Smell 850 1994

I have 2 problems with gasoline smells.

1. Whenever I fill up to the top of the tank, the car smells of gasoline until I use up about 1/2 a gallon. I checked the seal located in the trunk compartment and sure enough the area is damp. I just can't figure out how or what to replace. Any help would be great. Pictures would be better.

2. Lately, I smell gasoline while I'm driving, I notice it more when I'm stopped. I don't see any leaks. Where should I start to troubleshoot this annoying problem.
