Help with replacing CBV-boost problem 850 1995

Hi. I have an 850T with the IPD upgraded exhaust and ECU. I have since had a problem loosing boost pressure. It is not the waste gate because I disconnected that and it still happens. It seems to occur when the boost comes up suddenly. There is also kind of a whistling sound that accompanies it. All hoses and clamps seem to be intact, as I have checked them numerous times. It seems to be much more prominent in the summer months when air temps are 60 degrees F. and higher. In the dead of winter it almost never happens. I have had the boost to 20psi momentarily in winter with no problems. I gave been in contact with IPD, TME, Cherry turbos and others trying to figure this out. I have come to the conclusion that it may be the CBV. Do you need to remove the turbo to replace that? Is there an alternative to this valve since you must recirculate the air due to it already being metered?
