Instrument panel lights all not working!! S40-V40 1995

When I turn on my car, all the IP lights work for about 1 to 3 seconds, and then they ALL GO OFF!! They remain off for 95% of the time.

I thought this sounded like a bad relay, perhaps. Not really a loose connection, because that wouldn't explain why it works when I start the car and then turn off.

Any ideas??? PLEASE help, as I can't see how fast I'm going at night!!
