850 Turbo not shifting gear or stuck in a lower gear..no power in low gear either 850 1995

My 850 seems to be stuck in a low gear while driving and does not seem to come out of it untill i hit highway speeds..The engine seems to be reving much higher than before but i am not getting any low end torque and the turbo does not kickin like before...No turbo boost...The Car sometimes does not want to down shift even on full throttle..
I tried to drive in L for a couple of minutes hoping it would clear out sticking in low gear problem....but the car sounded like a "Rice" car when i do that..

I have heard that maybe Throttle position sensor or Kick down switches might be related to this problem.,.but not sure about where the two parts are located
