windshield wiper fluid nozzle does not work 850 1997

Windshield wiper fluid is not spraying out the driver's side nozzle. Here's what I found out. There is a splitter that splits the fluid into 2 hoses for each nozzle. This device has a small hole which is where all the fluid is leaking out of. It appears this hole is designed to be there but something should prevent the fluid from spraying out of this hole. Any suggestions would be appreciated.
