Snow Tires Necessary on V70XC V70-XC70 1999

I got a used 99 V70XC this year so this is my first winter. I'm in Rochester, NY and we have pretty severe winters. Would 4 snow tires make a significant difference over the 4 all seasons on it now?

Also, is it ok to put 4 16" wheels/tires off an S80 on the V70XC (which currently wears 15" wheels), as long as all 4 are the same???
