Fog Light Issues V70-XC70

I have a '98 V70R AWD with fog lights that don't work. I am currently having a heck of a time trying to figure out why. I checked the fuse, the switch is good (it lights up when I switch it on), and I just installed new bulbs. Still they don't light up. Am I missing something or do I need to get the multi-meter out?
