cold and the turbo charger 850

My wife just came back from work. It is -21 degrees C. with a wind chill equivalent of -31 c.. When she started the car and tried to take off it would not rev properly and the turbo gauge was stuck in the half position. The car would only go up to 20 kilometres per hour. As she continued to drive, the car gradually gained power, but still would not go over 60 kilometres per hour. Finally, after five minutes more of driving, the car started to work properly.
Whats up? Has anyone came across the same problem in cold weather?
The turbo charger has been recently rebuilt. I run synthtic oil in it.
