Just bought a '99 V70XC - a few questions & SPEED V70-XC70

Just bought a '99 V70XC... so far it's been a wonderful car... we kept our '86 240DL wagon as the to-work-and-back car, and traded the '91 940T in on it... bought it was just under 70k and have already put 2k miles on it over Christmas vacation... anyhow... a few questions:

1) I'm missing a mud flap for the rear- ideas on a source?

2) What is the top speed on these? The top speed I was able to go at in the 940T was about 116... oddly, this seems to be about the same... as I recall we the engine was running about 4K rpms... this seems slow to me... is this limited somehow? how would i bypass this?

3) gas milage- i've been getting between 18-22 MPH average... does this seem normal?
