Strange electric motor noise when warming up S70 1998

98 S70 that has a strange electric motor sound when I am warming up my car. Starts about 5 seconds after I start the engine...runs for about 30 seconds or so, and every once in a while I hear it again. Sounds like it is coming from around the throttle body/Flame trap area. It sounds like an electric motor running at a high speed, then I hear it wind down and stop...any ideas what this is?
