q's about heated seats and headlight 2004 S40

Hi... got another question about my new s40... maybe kind of a dumb question again... the manual indicates that there is a "auto seat heating" feature that turns on the seat warmers automatically if the temp is below 32 F
So, i follow the procedure exactly as indicated in the owners manual, but the automatic feature never seems to work... could something else be wrong?

And... another question... unrelated:
Is there any way to have the "home safe lighting" (ie. the exterior headlights go on for 30secs after turning car off) turn on everytime i turn the car off... not just after "flashing" the headlight after removing the key from the ignition every time.
