air pump/ relays C70

I currently own a 1998 volvo c70 (automatic). I recently found out that the air pump runs when the car is turned off. So disconnected the battery and I pulled the relay, then reconnected the battery, now the pumped had stopped. The copper color prong has some burn marks on it, like it is blown. In addition, the main relay has the same burn marks on the copper prong. I know that replacing the relay will probably fix this problem, but I would like to know what would have caused this so that it does not happen again. Any help would be great.
