Emissions Failure, No CEL 850 1996

Just failed inspection on my '96 850 Turbo. The test showed oxygen sensors and catalyst 'not ready' as well as some other problems, but MIL ok. The test was aborted to avoid having to pay for a second test, so I got no codes. My scanner shows the O2 sensors within spec, and the car runs great. Any ideas?
