850 Seat Belt Harness Release Problem 850 1995

Need Advise! My driver’s side shoulder harness seat belt does not release when pulled unless you have about 30 min. to play with it. Then when it is fully extended and retracts, it doesn't improve. I've taken the side guard interior cover off and shot some WD into it and it still doesn't improve.

I'm anxious to get this fixed since my son just recently overturned his ford explorer. He was able to walk away without any harm due to wearing his seat belt!

Is there a simple trick to fix this or is it a repair/replacement for a Volvo tech.?
