Center seat belt stuck V70-XC70 1998

The center seat belt in the back is stuck (can't pull it forward.) Seems that whenever I put the back seat down and then back up. One of the seat belts become stuck but will usually "timeout" in about a day. This time it's dead. Any ideas on what I can do? Thanks.
