Turbo pressure 850

I have 95 850 turbo with 170K miles. The turbo pressure goes up to about 7PSI max. Is it normal? How much is the average peak pressure? With manual boost controller, I can crank it up to 14 to 16 PSI. With MBC the car runs like rocket. I just want to know why it is low without MBC.
