Why Can't I read my engine codes? Any ideas? 850 1994

Hi,

I posted awhile back asking for help about a CEL problem and a brickboard user told me how to get the codes (thanks!) which I pasted below.

Actually, you don't need a code reader on a 1994, you can read the codes yourself by counting the flashes on the little red LED. Open the hood and look at the engine, then look to the left (passenger side) up against the left fender there should be a small black box with a button and a red light. There should be two removable covers also, and a test lead on a plastic string. Remove the covers and put the test lead into the hole labeled A2 (this is for engine codes). Have a pad and pen handy for the next part. When ready press the button and watch the LED light. It will start to flash, count the flashes and write down that number.

Now this is totally simple enough and I tried it and for some reason the LED light won't flash. I've tried about a dozen separate times (my father keeps telling me I'm not putting the lead in far enough but I know this isn't the case). Of course the little light may be out (unlikely) but I just wanted to see if anybody knew if there is any other reason it may not be working. The owner before me always serviced the car at the dealer. Can they somehow disconnect it so that people can't read it and have to bring it in and use the computer whenever the CEL comes on? Just wondering.
