Looking for a Volvo mechanic in Sacramento,CA 850

Please help! My mechanic is useless! The car(my sister's 240) wouldn't start a month and half back, and even though I told him to check the fuel pump(which he didn't), he decided that I needed a new ECU($900). My father was driving the car a few days back, and it died(again). Exact same problem as before. Now the mechanic says it was the fuel pump($770 w/ labor and parts). I have had it up to here. I have tried SVS, FINA, STEPHAN'S AUTO HAUS, and who knows how many other shops, but w/ no luck. Any help would be greatly appreciated. THANKS!
