Unattached vacuum line? V70-XC70 1998

Hello All,
I'm a one month newbie. I've been reading the forums and then studying my engine. Today I noticed what looks like two vacuum lines going nowhere. They are both black and are attached to a holder mounted to the front of the windshield washer fill pipe. Both lines are open to the air.

Any ideas or suggestions? Thanks in advance.
