A/C fan shuts off and won't come back on 850 1995

My A/C / heater fan has been acting up for more than a year. The problem is that the fan will simply shut off after several minutes of use and will not come back on unless I turn off the ignition and re-start the engine.

Is this a common problem? Do I need a new fan? Or is this a problem with some electronics component?
