scraping noise from wheel? S70

Does anyone know what might be wrong with my 1998 S70 if there is a scraping noise coming from the front passenger wheel during right turns? This only occurs during right turns and you can really hear it scraping when the window is down. (scraping pace is faster as car is faster, and slower as car is slower). I had the car in for a tire balance and rotate and it didn't do this before (dealer says they didn't do anything wrong, yeah and pigs fly).
