check air valve replacement advice 850 1997

I took a look at the chech air valve to replace and it apears the clearance is very limited to loosen the two 10 MM bolts with a turbo model. My question is what tool or tricks are there that might help me with this task ? My 10 mil socket with ratchet is too tall and a 10 MM wrench will not access the bolts. Are there any specialty type tools that might make this task easier that doesn't cost a arm and a leg or am I better off paying my indy mechanic his half hour of labor ? Also I need to replace the pump from below to replace, is this easy from the ground on your back or again should I pay my guy his one hour to perform this ? I was very gung ho to DIY but the weather is cold and my emission tags are expired(two months past due to procrastination).
Any advice is welcome.
