Brakes still aren`t great after brake job! Ideas? 850 1995

Hi,
My wife`s 95 850 just had a complete brake job(pads, rotors, calipers, brake lines)done at the local indie shop. However, the brakes don`t for some reason have a whole lot of stopping power. When you brake it feels like you are getting some braking response but then it feels like a lot of fade(a little scary!)I took the car back to the shop to have them bleed the lines again & the brakes are marginally better. When we bought the car 4 years ago(60 thou on it) the brakes were excellent, "stop on a dime"! We`ve had the brakes refurbished @ the dealer as well over the years tho` the brakes have never been as good as when we first bought the car.
Any ideas? One more thing, the indie shop used after market pads altho` I`m not sure that is factor since the dealer certainly used Volvo pads without resulting in more stopping power.
