CAT failure and dealer trickery? V70-XC70 1999

After replacing both O2 sensors, the check engine light now comes on intermittently. It doesn't seem to effect how the car drives, but the dealer says it is either being caused by a failing catylytic converter or by an air leak, but they have to replace the cat either way. Is it possible that it is just the air leak causing this code, and if not, how much should I expect to pay for a cat replacement? The dealer has qutoted me $2000 and $4000 at different times so I have a hard time trusting them. Any help would be appreciated.
