Sticky and Rusty Lugs Bolts ?

I change back and forth from winter wheels every year since 99'
and now find that my lug bolts and female threads are getting
sticky and rusty causing screw on/off problems. Especially the fronts.
I take a metal brush to the lugs but it does not do much.

Any maintenance things to do to make your bolts come on
and off nice and easy? I know it's not smart to lubricate as it
changes the torqe specs and such.
