Failed Smog Check S70 1998

Failed the smog check. Test indicated monitors for catalyst, EGR system, oxygen sensor heater & second air system were not ready. Volvo says because my battery went completely dead is the reason. When this happens, something (codes-?) are erased and then need to be rebooted(?) in order to pass inspection. Needs to be rebooted by some machine, then driven for about 45 minutes. This sounds crazy to me! Any advice would be helpful.
