Question on failing window washer.... cut hoses under hood? With Photos link. 850 1996

All,

I recent purchased my 96 850 Wagon and have found that the window washer's don't work well. Now they've stopped, and I noticed a pool of washer fluid under the engine when running the washer motor.

So I popped the hood to see where the leak is. I was suprised to see two open hoses which seem should be connected to something in the fluid plumming.

Basically, I found the 2 hoses tucked into the clip along the passenger side fender as seen in the first photo below. No caps or anything on them.

Looking at the system, there is a white filter or y-pipe (two hoses attach at the top, one on the bottom) just below that distributes the washer fluid. One of the open hoses is attached to the top of the white y-pipe. The other one goes down below the "shelf" where the air box sits.

The second one I think is pumping fluid out when I run the washer moter, but it's hard to tell when you're in the car trying to look out across the hood.

My question is, should these things be connected to something and/or each other?

I've pulled the car into the garage and once I have time tonight/tomorrow I will attempt to figure out what the heck is going on.
