Tires on V70 T5 V70-XC70 2001

I have a 2001 V70 T5 with the 17" wheels. The current tires are Bridgestone Turanza. I've also had Pirelli P6 and Yokahama tires on this car. I'm on my 4th set of tires due to problems with the front end which included wheel bearing issues, bad strut mounts, and gluing the axles to the wheels. (A service bulletin item)

The ride is rough I recently replaced the shocks with the Volvo sport shocks which helped, but the ride is still a bit harsh. (California freeways seem to be getting worse than those in New York.) My dealer suggested going to the smaller 16" wheel. I'm considering the Borbet Type B with the Pilot Sport A/B.

It should just be a wheel change, but I’d like to know if anyone has tossed the 17” wheels and now runs on 16” wheels. Does it improve the ride, change the gas mileage, or change the handling characteristics. I'm hoping to improve the ride without seriously impacting the handling.
