OK, Brickers

Here's the deal. I have a brand new, out of the box rear passenger seatbelt/shoulder harness. The thing does not extend when I pull on it. I installed it in my car. It barely extends and when it does, it binds severely and hardly retracts at all. It is unsafe and unusable. The rear driver side is smooth as silk. My dealer wants 3 Benjamins to do the job...I don't think so. It's a non-pyrotechnic inertia reel that's secured by one nut and torqued to 35 ft/lbs. How hard can this be?

Is any pre-install preparation that I'm leaving out?
