PCV 850

Hi everyone:
I have a 1996 850 turbo with 100 000 miles. The car is blowing a bit of smoke out the tailpipe. (Smells like oil) The dealer tells me I have a clogged PCV system and possibly slight blow-by. The dealer says once they repair the the PCV system ($800.00) it may eliminate the possibility of blow-by. I have 2 questions. First how hard is it to repair the PCV system if I were to do it myself? Second question is the blow-by the real problem and fixing the PCV may just be a waste of money?
