O rings on rack 850

I have a leak on the rack where the power steering lines are connected. I picked up the o-rings for it but its tough to get an open ended wrench between the sway bar and cross member. Do I have to take the sway bar off or what tool can I use. I was thinking a close ended wrench with the cutout but 16mm is an odd size to find. I guess I could use a cutoff tool and make one myself?
Any ideas?
