Strange noise from brakes 850 1993

Although my brakes have an annoying squeal when I press on them (seems to happen when the weather gets hotter), they also occasionally emit a groaning sound. My Indy (at last check up), said my brakes were at 50% and 60 % and don't need to really be replaced until they are around 20%. Is this a sign they should be replaced now? This was only a few months ago so I don't see how they could deteriorate so quickly. Any ideas of the cost? I live in San Francisco. Indy charges $90.00 per hour.
